Sergeant Bradley Doyle of Killarney Police said the distressed bird was located in Daisy St on January 19.
"It appears the animal had been caught and had a zip tie placed around its beak and further zip tie tightened around its neck, restricting its ability to eat and drink," he told the Daily News.
"The animal subsequently died."
Cruelty to animals is an offence under the Animal Care and Protection Act and can attract a maximum penalty of $227,700 and three years jail.
