The 11-year-old small, male tan mixed-breed dog was taken to Toowoomba Regional Council after it was found recently in Hursley Rd.

Council alerted the RSPCA due to the appalling condition of the dog.

The dog had a large scab containing matted fur tightly covering the face around the eyes like a mask.

All the fur was very matted and it had ulcerated and red wounds on its paws with curling nails.

The dog was transported to the West Toowoomba vet clinic where vets sedated and clipped around the face, revealing eyes that  had been eaten away by infection.

The matting was so severe around his toes that it had caused the flesh between the toes to tear open causing deep painful wounds in roughly three places on each paw.

Toowoomba RSPCA inspector Shawn Janson said it was the worst case of animal neglect he had seen in his 10 years with the organisation.

The RSPCA has urged anyone who may have information on the owners of the dog to contact the cruelty complaint hotline on 1300 852 188.
